Commander Kess was, in many ways, far more reprehensible than Halpen, simply because he revelled in his cruelty. He whipped Ood in the worklines. He gleefully shot at the ones who had gone rogue. He was an enthusiastic accomplice in the attempt to gas all of the Ood ‘livestock’. He was even prepared to kill The Doctor.

Death: Kess was left in the Ood cell while the delayed release on the gas canister counted down. He was gassed to death in the place where he had tortured Ood.
