Mavic Chen was Guardian of the Solar System, in other words, leader of the Human race. He was an ambitious man who sought to align himself with the Daleks in order to increase his power. He fails to realise that the Daleks are just using him for their own ends until it is too late. Chen is arrogant, cruel and prepared to betray his own race for the power he thinks the Daleks are offering.
Death: Chen’s ship blows up as the delegates try to escape from Kembel, probably sabotaged by the Daleks.
