Karlton was Leader of Earth's Space Special Security. He dispatched Marc Cory to Kembel. Brett Vyon thought he was somebody he could trust and tried to contact him, but he turned out to be a traitor in league with Mavic Chen and fully aware of the Dalek plot to take over Earth. He ordered Sara Kingdom to kill Bret Vyon. He may have been arrested by the new Earth government after Chen's defeat.
