The Robomen were humans who had been chemically altered by the Daleks, their memories wiped, and only the aggressive instinct to kill at the command of their masters remaining. They were needed because the small Dalek invasion force could not control the humans without them. Having been programmed, they were fitted with a receiver helmet that picked up Dalek instructions via high frequency radio waves. They were equipped with whips and machine guns and sent out to patrol occupied Earth. The conditioning wore off after a while, however, and the Robomen became insane and suicidal. A plentiful supply of Humans ensured there were always plenty of new Robomen, however.
