Carl Tyler was one of the London resistance. He found Susan and Barbara by the river and took them to the underground HQ. He was one of those who tried to storm the Dalek ship in the Sloane Square heliport. When the mission failed he intended to head North, but was unable to get out of London. He rejoined what was left of the resistance and was there at the end when the Daleks were defeated.
