Hensell was the ineffectual and weak governor of the Vulcan colony. He had almost no control over the colonists, or even over his own security chief, Bragen, who had his eye on the governorship and was also part of the rebel group that was disrupting life on the colony.

Hensell was killed by a Dalek on the orders of the treacherous Bragen.
