Kando was a Dulcian student sent with Teel to check the radiation levels on the Island of Death under Balan's supervision. She was captured and put to work by the Dominators. Kando eventually helped the Doctor defeat the Dominators, though she was reluctant at first to disobey their orders, having been born and bred not to question authority.
