Radnor was the commander in charge of the T-Mat system, and Gia Kelly's superior. He at first refused to believe there was a serious problem. When he did, he contacted his old friend, Eldred and persuaded him to let them use his rocket to reach the moon. After the Martians' defeat, he agreed with Professor Eldred that alternative methods of transport (such as rocketships) needed to be developed for when T-Mat couldn’t be relied on.
