Name – Navigator Rago
Navigator Rago was a Dominator in command of a scout ship. He and his subordinate, Toba, were sent to Dulkis to turn the planet into radioactive waste to repower their fleet. He prevented Toba from killing Dulcians for sport, but took part in cruel experiments on them himself.
Death: Rago was killed in an explosion caused by their own atomic seeding bomb, which had been removed and placed on board of their ship by the Doctor.
