Name – Major-General William Rutlidge
Major-General William Rutlidge was a former military school mate of Brigadier Lethbridge-Stewart who had become a Major-General at the Ministry of Defence. He was in charge of supervising Lethbridge-Stewart's U.N.I.T. operations on British soil. His mind was controlled by Tobias Vaughn, who used him to prevent U.N.I.T. from interfering with the Cybermen Invasion.
Death: When Rutlidge later tried to rebel, Vaughn forced him to kill himself.
