Valmar was one of the Vulcan colony rebels initially led by Bragen. He was n love with Janley. At first he was in favour of the Daleks, believing that they were the weapon they needed for victory. After the Daleks killed Janley in front of him, tough, he began to realise how dangerous they were, and that Bragen was really a megalomaniacal madman. He eventually killed him.
