Tobias Vaughn was the power hungry Managing Director of International Electromatics. He allied himself with the Cybermen, planning to use them to take over the world, then discard them by using Professor Watkins's Cerebration Mentor which confused their minds. His body had already been partially converted to cybernetics. When he realised the Cybermen were prepared to destroy all human life, he turned against them.

Vaughn sacrificed his life to help the Doctor and UNIT destroy the Cybermen's hypnotic beam pulser.
