Professor Herman Zaroff was a scientist who had gained a reputation as a leader in the field of producing food from the sea. He went mad and, upon locating a surviving Atlantean outpost, promised its King, Thous, that he would raise it above the sea. In reality, he plotted to drain the ocean into Earth's core and thus destroy the planet.

Death: Having been thwarted by the Doctor, he died fighting with Lolem when the sea finally broke through his laboratory.
