Mansell was Captain Wrack's First Mate. It isn’t certain if he was an Eternal or an Ephemeral, but he was loyal to Wrack. The Doctor threw him and Wrack overboard after a fight for survival. It is likely, therefore, that he was an Eternal as The Doctor usually would not kill anyone.
