PC Andy Davidson is Gwen Cooper's former police partner. After Gwen joined Torchwood, she occasionally met him in the course of her work, and he appeared to resent her promotion to ‘special ops’ and the more exciting, glamorous life she now led. He came to understand the nature of Gwen’s work, though he was dismissive of it as ‘spooky do’s’. He later also expressed a romantic affection for Gwen and refused to go to her wedding because he didn’t want her to waste her life on Rhys.

The two men seemed to reach a consensus about Gwen in the midst of the destruction caused by Gray’s revenge on Jack. Both admired her ability to lead the confused and devastated police department.

As the events surrounding the 456 unfold, Andy finds himself wondering whose side he is on. He can't contend with the idea of Gwen as a terrorist and is disturbed by Agent Johnson's actions. Later, he realises that his role as a police officer is no longer relevant and gets stuck in with the parents against the army, having first taken off his jacket and nightstick. He is a reluctant and confused hero.
