Bilis Manger was a follower of Abaddon who had the ability to travel in time and used Torchwood and its Rift Manipulator to release his god. He was first seen as the manager of a 1941 dance hall, and in the present day its caretaker, having not aged at all. For reasons not entirely clear he interfered with the equations Toshiko left for her future colleagues to find. He clearly had his own agenda. Later, Jack and Gwen tracked him to a clock shop where he made money selling antiques taken in his time travels. He is responsible for a number of apparitions that lead the whole Torchwood team, apart from Jack, to believe that they have to re-open the rift to put right the leaks in time that were caused by the opening that got Toshiko and Jack home from 1941. It did just that, but it also destroyed the Hub and allowed Abaddon free from his ‘prison’ under the rift. He was not seen again after Jack destroyed Abaddon and it is not known if he was destroyed with his god.

Murray Melvin, born 1932, London, has appeared in several Ken Russell films. In 1962 he was nominated for a BAFTA and won Best Actor at the Cannes Film Festival.
