Billy Davis was a security operative working for Copley. He was a hired thug turned assassin, killing with former patients by injecting them through the eye with acid. He was captured and questioned by Torchwood.

Death: Billy started complaining of stomach pains while he was being interrogated. Suddenly a large mayfly larva burst out of his stomach, killing him.
