Aaron Copley was the leader of experimental medical
facility "The Pharm" which appeared to have developed a
miracle substance ‘Reset’ able to cure medically incurable
diseases such as diabetes and cancer. He was, in fact, conducting
experiments on alien specimens and the cure was flawed because the
giant ‘mayfly’ that carried the ‘Reset’ serum
passed its eggs onto the test subjects, making them carriers of the
deadly creatures. Copley was arrogant, considering himself fireproof
because he had friends in high places. When Torchwood stormed the
Pharm and destroyed his specimens he was so enraged he shot Owen Harper.

Death: Jack shot him in the head as an instinctive reaction to him
killing Owen.
