Owen Harper came to Torchwood after working in Cardiff’s hospital’s accident and emergency department. He expressed a preference for working on dead bodies, alien or Human, rather than live people, although when his medical expertise has been required he has often shown a gentle, caring side that betrays his usual brusque, even crude manner. Under his crudeness, he has a lot of courage and a sense of right and wrong. But he is also an emotional loose cannon.
At some time, he seems to have been close to Toshiko, though not as close as she would have liked. He had a brief affair with Gwen which ended badly, and Suzi Costello claimed that she also slept with him. He seemed to be a man who used women then moved on, until he met Diane Holmes, a victim of the time rift, who did the same to him. That changed his outlook dramatically. For a while he became dangerously unstable emotionally, to the extent that it began to impact on the team. When he stepped into a cage with a weevil, and seemed ready to let it kill him, Jack stepped in. But his emotions were still a factor when the Torchwood team faced a bigger crisis. He opened the rift against orders in order to get Jack and Toshiko back from the past, and when the aftermath of that action threatened catastrophe he actually shot Jack in the head in the bitter argument about whether or not to re-open the rift. When Jack was resurrected from the dead there was a touching reunion between them. When Adam changed the memories of all the Torchwood team, Owen became a cardigan wearing geek who foolishly declared his love for ‘sophisticated’ Toshiko, only to be cruelly rejected. When they were returned to their true selves, Toshiko finally asked Owen out on a date, and he accepted, but he was ‘killed’ by Dr Copely before they could get around to it. His 'ressurection' using a new and more sinister 'glove' opened up a whole new aspect of Owen's relationship with Jack. His relationship with Toshiko became one of deep, platonic friendship. Owen was killed heroically, preventing a meltdown in a nuclear power station. He and Toshiko, who was also dying, were able to reconcile their feelings for each other before the end.
