DCI Kathy Swanson is a good detective who cares about the victims of serious crimes. She is scathing of Torchwood, believing them to be troublemakers. When people are killed and the word Torchwood is written in their own blood she seems to be proved right. A grudging mutual respect is gained by the time Suzie’s plan is fully revealed. Swanson gives Torchwood priority as they try to stop her killing Gwen.
