Toshiko Sato is a brilliant computer operator, able to hack into virtual any system. She often tracks alien suspects using the CCTV system of Cardiff. She is a shy woman whose personal life seems to be a source of grief. She seems to be very fond of Owen Harper, but his brusque manner makes it difficult to get close to him. In the course of her work at Torchwood, she has come into contact with two aliens with whom she had sexual relations. ‘Mary’, enticed her into a lesbian relationship which she seemed to enjoy despite the fact that it was at odds with her traditional Japanese upbringing. Much later, Adam, an alien who needed people’s memories to exist, tricked her into believing they had been having a sexual relationship for a year. She seemed to always have a close, friendly relationship with Jack, and has been able to confide in him several times when she was distressed.
She was also very close to Tommy, the World War I soldier who was frozen by Torchwood in order to help fix a rip in time. Before he returned to his own time through the rip they shared a night of passion. Real love seemed out of reach for Toshiko. She finally got up the courage to ask Owen on a date, but he was ‘killed’ by Dr. Copely before they had a chance. Afterwards, their relationship reverted to platonic friendship. She has been Owen's shoulder to cry on as he learnt to cope with life after death. When the team were all trapped in a bombed building, Toshiko had flashbacks to being recruited by Torchwood after UNIT imprisoned her for passing government secrets to a terrorist group who were holding her mother hostage. Finally, though, Toshiko was killed by Gray, Jack's deranged brother, who shot her in the back. She managed to help Owen save the city, and died in Jack's arms, knowing that Owen was also dead.
In 1993–1994, Naoki had a regular role on the hospital drama, Casualty as the hospital receptionist Mie Nishi-Kawa. Film roles followed, including appearances in Spiceworld: The Movie (1997) and Topsy-Turvy (1999), and a leading role in Running Time (2000). Naoki also appeared in the television programmes Judge John Deed (2001), Spooks (2002) and Mile High (2003)[3]. In 1995 she had a small role as a Japanese computer hacker in the film Hackers. She had a major role in the 2005 BBC docu-drama Hiroshima, which contained dramatic re-enactments of the 1945 atomic bombing. She also provided the voice acting for the villainess Mai Hem for the game Perfect Dark Zero.
Also in 2005, Naoki had a small role as 'Dr Sato' in the Doctor Who episode "Aliens of London". Producer Russell T. Davies took note of her performance, and decided to bring the character back as a regular in the Doctor Who spin-off Torchwood, working alongside John Barrowman again. Naoki returned to the West End on November 20, 2006, when she took over the role of Christmas Eve from Ann Harada in the London production of Avenue Q.
